The Key Rule: Property Boundary
The general principle is simple:
- Inside your boundary = Your responsibility (private drain)
- Outside your boundary = Water company's responsibility (public sewer)

What Changed in 2011?
Before October 2011, many drains were privately owned even if they were outside your property or shared with neighbours. The Private Sewers Transfer transferred most of these to water company ownership.

- Drains serving only your property within your boundary
- Any drains built after 1 July 2011 that haven't been adopted
- Septic tanks and treatment plants (if not connected to mains)

- Public sewers in roads and public areas
- Lateral drains (connecting pipes to main sewer) for pre-2011 builds
- Shared drains serving multiple properties
- Any drain adopted into the public sewer system

Regional Differences
England & Wales
